WASHINGTON Secretary of State Condoleezza Rice will skip this year's meeting of the ASEAN Regional Forum in Manila on Aug. 2 and her deputy, John Negroponte, will represent the United States, a State Department spokesman said Tuesday.
Sean McCormack made the announcement in a news briefing, saying the decision is because of Rice's planned trip to the Middle East from July 30 through Aug. 2.
Rice skipped an ARF gathering two years ago, sparking criticism that the United States takes Asia for granted.
