Prime Minister Yasuo Fukuda urged newly minted graduates of the National Defense Academy on Sunday to work hard to restore public confidence in the Self-Defense Forces,


You can`t RESTORE something that never EXISTED in the first place.

Restoring public confidence is duty of the Prime Minister or Defense Minister, whereas destroying enemy's confidence is the duty of SDF.

if they fail to do that, the government can always outsource more to the US. I doubt Japanese society places much confidence on the SDF as implied by their indifference towards superior US protection that is visibly maintained on Japanese soil.
